The Department of Migrant Workers (DMW) is pushing for the standardization of its services across the country as it rolls out reforms to improve services for overseas Filipino workers (OFWs).
Secretary Hans Leo Cacdac highlighted the importance of improving cooperation between the Central Office and Regional Offices (ROs) during the Central Office – Regional Office (CORO) Consultation 2026 held in Quezon City from Feb. 9 to 10, according to a DMW news release on Tuesday.
Cacdac pushed for the creation of a Regional Operations Manual similar to that of the Migrant Workers Offices (MWOs) for smoother coordination and better services.
“He also urged the adoption of a Quality Management System (QMS), upgrading office facilities to meet global standards, and speeding up digital initiatives like the OFW Pass, while decreasing foot traffic for issuing the OFW Information Sheet,” the DMW said.
Cacdac also directed the nationwide promotion of DMW programs and services, intensified the fight against illegal recruitment, and observed responsible financial management in all its regional offices in 80 provinces nationwide.
He said the move would ensure uniform service delivery and clearer accountability even at the regional level.
Meanwhile, Undersecretary Bernard Olalia said the standardization drive comes as more functions are devolved to the Regional Offices, including case adjudication, inspections, and coordinated enforcement operations with the Philippine National Police (PNP), local government units (LGUs), and barangays.
He also assured continuous technical and capacity-building support from the DMW Central Office to ensure smooth implementation.
The consultation also included key updates on the program and planning discussions, including presentations on project management best practices, the OFW Pass and OFW Information Sheet, regional achievements, the proposed 2026 budget, and government procurement policies.
The DMW said the activity reinforces the agency’s dedication to providing efficient, responsive, and standardized services for OFWs and their families, in line with President Ferdinand R. Marcos Jr.’s directives.
The event gathered regional directors, planning officers, middle managers, and senior officials for the 2025 Year-End Performance Assessment and the 2026 Annual Planning Exercises, serving as a platform for strategic alignment, collaboration, and sharing best practices. (PNA)
